My phone will only charge when it is on

AC Question

I have a samsung galaxy s4 active. Ever since I got water in the charging port I have been unable to charge the phone when it is off. This means that if my phone dies, it is done. I have found a way around this by plugging in the phone, unplugging it, taking the battery out, putting the battery back in, and instantly turning the phone on, then plugging the phone in once it begins to start up.

The problem now is that it dies even after I plug the phone in when it's starting up, so I can't turn the phone on at all, and therefore can't charge it.

When I plug the phone in, it comes up with a charging icon briefly and makes a vibration, then it goes away, and it loops like this, without actually charging.

Does anyone know why this might be. I don't understand how I could have damaged the phone in such a way that it can only charge while on. It doesn't make sense.
 
The water has presumably damaged the connector in the USB port, or some related circuitry inside the phone.
