How do I get my apps to download?

I have had this problem for about a week now but if only had the phone for a month. My apps won't download or update. I have cleared cache and reset everything. Nothing will fix the problem. I thought my system update would help but it just made my phone horribly slow. Please help

Welcome to Android Central! Which phone? Are you using Google Play Store? Does this happen on both wi-fi and mobile data?

Try going to Settings>Apps>All, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. Now try again.

If that doesn't work, try going to Settings>Accounts-Google, select your Google account, and remove it completely from the phone. Then add it back again, and see if that helps.
