Can I create a Playlist in Google Play Music After Selecting Downloaded Only?

I'm going on a long driving trip and I want to listen to music during most of the drive, but if I use use Google Play Music, I'll eat up a lot of data streaming those songs. So I copied 1,200 songs to an SD Card and chose Downloaded Only in Google Play Music so it will only play those songs and not use my data. Can I create a play list from just the songs on my SD Card? I tried to create a playlist on my computer choosing only songs that I put on the SD Card, but the list is not visible on my phone when I choose Downloaded Only, only when accessing the full library. Any workarounds for this issue?

Use the app to create a playlist. I do this all the time for when I am at the gym as I don't get a cell signal.
