Why can't I re- encrypt after factory reset?

Moto G 1st gen, Kitkat 4.4
My phone was encrypted. One day it wouldn't accept my password and I used up my 10 tries and it went through reset and I lost everything.
During the process of putting things back on I tried to encrypt it again but it won't work.
I go through the permissions like normal and I get the outline of the android for a second or two then a black screen and it reboots. I've tried this dozens of times. Would rather not factory reset again. Any ideas on something else to try?

Do you have an SD card in the phone when you are trying to encrypt?
