    Welcome.

    It depends on what the app is. On the whole, Force Stop is harmless....if the system needs the app to work, it will just start it again.
    Also, high RAM usage is okay in Android.

    High RAM usage is just how Android OS runs. It will automatically clear some RAM if it's needed. Also as mentioned above, depending on the app/service you FC, it may pop right back up if it's something the system needs or is coded to run always in background.
