Galaxy 10.1 being held hostage by ransomware

Been looking for a solution to unlocking the laptop from FBI/DHS ransomware. Didn't see how to enter "safe mode" but did see info about rebooting (depressing power off button and simultaneously the volume down button) Upon restart the home screen appeared for a split second then reverted to the ransomware screen. Did this twice. On third time I opted to hit the "volume up" following the screen inquiry. Now watching Green Robot as it downloads something. Help!

To boot into Safe Mode, press and hold Power until you see the Samsung logo, then release Power and immediately press and hold Volume Down until the homescreen appears.

Thanks - worked fine. Next question:

My Galaxy Note 10.1 is currently in Safe Mode as I am trying to isolate the source of a ransomware bug. There are a bunch of apps , one of which may be the culprit, but I can't tell. Is there a method to selectivity starting an app until I discover the culprit?

Under Security>Device Manager there is only one item "Android Device Manager and it is NOT checked.
