why do apps keep downloading to my phone

I removed all apps. Factory reset my phone.I didn't sign into my email, play store, internet nor did I let google reinstall my contacts. So nothing on my phone. Yet ads popped up and apps downloaded to phone.

It means to manually install the operating system directly to the phone. You can download a "clean" factory image and start from scratch.

What are these apps that are downloading? Are they apps you installed before?

Some of them yes. Most seem to be from the playstore.there seems to be a couple factory installed apps that may be the cause. alarm controll er and app market. But can't uninstall them. I will try your suggestion and see if that works

You can try removing the SIM card and doing another reset.
