Android Pay: Grandfathered cards still working?

I use a Capital One card and the Google Wallet card with Android Pay. For a couple weeks, however, I've had nothing but complete failures at the registers. All clerks are untrained and unhelpful. Used to work at: McDonald's, Mega Foods, Roth's, New Seasons (Salem and Portland, OR). Now nothing.

Only a few banks have been partnered with Android Pay so far, but Google has allowed the cards previously used in the old Google Wallet app to be imported into Pay. Until recently, I could use them to Tap and Pay. Now it fails everywhere.
