So, someone uploaded all the Harry potter audio books on Google drive and I downloaded them asap on my lg g4. Now they all appear on my Google music app. Does that mean Itll appear in every other device I have with Google music installed?

If you downloaded them to your device (and I hope you have the proper rights for the files), they're appearing there as local files (if they're a format that Play Music recognizes, they'll show up there). Only if you specifically upload the files to your Play Music account can they be streamed on all devices. Bear in mind that Play Music is not meant for audiobooks per-se, so you won't keep your current listening place across devices (heck, not even locally!) even if you upload them to your account.
