A friend told me all I have to do is open the Play Store and all my apps will be there under My Apps still. Is that true?

As long as you sign in with the same account as on your old phone, yes. You can even choose to reinstall the apps from your old phone on the new phone during the initial setup. The data within the apps is a whole other story though.

If you set the old phone to sync your apps, then set your new phone to sync your apps, they'll be on your new phone after a while (it takes time to download them all, so keep the phones plugged in).

You can also use App Backup & Restore to back up installable versions of all your apps and keep th backups on a computer or in the cloud. (So when Google "improves" maps again, you can reinstall the older version - the one that works.)
