Why can't I purchase Agile qwerty keyboard from the Gear app store?

I recently tried to purchase the agile qwerty keyboard for my Gear S2 and it keeps telling me to update Samsung billing using my email and password for my account, then it "acts" like it's updating but doesn't do anything. It sends me back to the initial "Update Samsung billing". Can anyone help me with this issue?
