Welcome to Android Central! Contacts saved to the local Phone account are in an SQLite database file in a protected system directory. If the phone isn't rooted, you won't be able to access it.

And if it is rooted, and you can access the file, you'll have to use a SQLite program to access the entries, using a small SQL program that you'll have to write - so basically, you can't.

If the contacts were entered as Google contacts, not Device contacts, they're at Google Contacts and will sync to any phone you add that Google (not gmail, even if the address is the same) account to.
