Buttons are working but touch screen won't respond

This morning I went to use my phone and something glitched. I tried to close out the program but the screen wouldn't work. The screen timed out and now I can't get back into my phone. My WIFI is on so my facebook messages and stuff keep popping up and disappearing on the screen. The only issues seems to be the touch screen. Any help would be greatly appreciated.

If turning the phone off for a while (if you can remove the battery) won't work (if you can't remove the battery, hold the power button down until the phone restarts - it could take up to 30 seconds), it has to go to a repair shop to determine what's wrong. It could be condensation causing water damage, it could be a loose connector, it could be a bad touch screen, it could be corrupted firmware ... too many things to talk you through troubleshooting it before the end of the year.
