new Zenpad C7.0 frozen when first switched on

[AC Question]

Charged for 8 hours as directed, inserted micro sd card.
Powered up now got message 'Android is upgrading, starting APPS' . I never got the set up wizard screen. There is no response to touching the screen and more importantly pad will not power off. I have not had opportunity to log on to my router, but pad seems to be searching for connection.
