Welcome to Android Central! Which device? Does this happen on both wi-fi and mobile data?

Try going to Settings>Apps>All, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. Now try again.

If that doesn't work, try going to Settings>Accounts-Google, select your Google account, and remove it completely from the phone. Then add it back again, and see if that helps.

Try booting into Recovery Mode and wiping the cache partition, which won't erase any personal data. Follow the steps in this video, but instead of selecting Wipe Data/Factory Reset, make sure you select Wipe Cache Partition. When complete, then select Reboot System Now.

You didn't mention before--does this happen on both wi-fi and mobile data?

As a workaround, can you go to the Play Store website on your computer and install from there?

Ok, back to one of my previous posts, then--does the same thing happen on both wi-fi and mobile data? And can you install an app by going to the Google Play Store on your computer browser?

No--if you go to the Play Store site on your computer browser, select an app, and click Install, it will ask you which of your devices you want to install to. After you select the device, the app will install over the web, as long as that device is connected to the web.

It doesn't have to be a direct connection between the phone and computer. As long as the phone is connected to the web (either via wi-fi or mobile data), it will receive the install command over the web and install the app.
