S6 brightness not at full strength

So I just got my galaxy s6 and I noticed even if the brightness is all the way up if I put a flashlight on the sensor or if I am in a very little room it will go brighter how can I make it so that it stays that bright?

You can't. What you're looking at when you shine a flashlight directly on the sensor is the brightness level for "direct sunlight". This level is higher than you can manually adjust using the brightness slider.
