Vodafone SMart ULtra 6 can't get past powered by andriod screen on first use

Sim is in, recharged for hours. Have tried holding down the volume down and on/off switch - it buzzes, goes to blank screen (briefly), a small blue ring appears for a few seconds and then the "Powered by android" screen reappears again. Start button pressed to unlock but nothing happens.
