Can't get software update

[AC Question]

1st gen Moto X tells me I have an update (139.12.57.ghost.en.US) when I select Settings/About Phone/System Updates. When I select to download nothing happens. I'm on Wifi and phone plugged in.

Running 4.2.2 (139.10.51.ghost_usc.
USC.en.US) and on US Cellular who says, according to their website, as of August 2015 I could have updated all the way up to 5.1. I never received any notification from US Cellular about any updates.

Phone was bought used from US Cell employee.

Any ideas why it won't update?

Is the phone rooted? Or got rooted before? Rooted phones cannot get OTA updates directly.

Not to my knowledge. It was in "new" condition when I got it but maybe previous owner did.
