How do I get hands-free texting and calling? [Samsung Galaxy S6 Active]

I have a galaxy s6 active and I need to get hands-free texting and calling! I have a bluetooth headset and I Drive a truck for a living and it is a big fine if I get caught texting or talking on the phone without a headset

To make sure you can do this over your headset, open Google Now, swipe in from the left, tap Settings>Voice>Hands-free, and make sure For Bluetooth Devices is turned on. Also make sure Bluetooth Headset is turned on in the Voice menu.

What if you have no data or limited data plan? Is there a voice to text app that doesn't require any data to use. As I drive a lot and don't wish to touch phone ever not even once click. Just voice via speaker or bluetooth but no data ..tia
