timeout whenever I try to open a web page or app

I have a ZTE Avid Plus and it's being a royal PITA when it comes to opening web pages or opening an app such as Facebook. I keep getting connection timeout error messages. My connection is just fine. I can download apps from Google play just fine and I can click on links in emails that open up a webpage. I even tried downloading Firefox and get the same problem.

Does anybody have a clue on how I can fix this?
