I can turn it on and use the Manuel.buttons but the touch on the screen does nothing

If you can boot into Recovery, try a Cache Partition wipe if that is possible on whatever device you are using. If that does not help, the digitiser or some other internal part may have failed.

Sounds like your digitizer is/has failed. Like mentioned above, try booting into recovery mode and clear system cache.
