AWhy is my touch screen not working?

I am able to use the buttons but not the touch screen. It will not respond. I can see text and calls but can not respond. I can not even shut down to reboot.

If possible on whatever device you have, remove and replace the battery. Otherwise, press Power until the phone shuts down.
