Phone and/or Battery problem

[AC Question]

So, I put my phone to charge in the pc (it was like 4% battery) and the phone died. I waited it to charge a bit and started it again. The battery was charging till around 19% and just simply stopped there. I left it there for a few hours but it was still on 19%. I removed it and the battery was dropping like crazy (1%-2% per second) and I left it to charge again. The phone died and it kept restarting itself for like 10-15 times. I tried factory reset, battery change, charger and cable change but nothing worked. I will really appreciate if someone knows how to fix this.

Some more information:
1. I have the phone for around 10 months
2. Had this before 3-4 months but it fixed itself somehow
3. Samsung Galaxy S3 Neo
