I have been troubleshooting this issue for over a month. My phone works great everywhere except this one specific area, about one square mile. Unfortunately that's where my office is located

    Symptoms
    - I dial my phone, hear 30 seconds of tones then it goes to voicemail. The phone never rings, neither shows missed calls in the log.
    - I dial my phone again _right away_, it rings fine
    - I dial it again after 2 minutes and it does not ring anymore

So it always takes two calls _back to back_ for a call to go through.

Important: if I Clear Data on Phone app on the phone, the first call goes through right away and then it is back to the problematic behavior.

Phone: Galaxy S4, Provider: Cricket. I have been on the phone with them 4 times, they try standard stuff: APN, network refresh, take out SIMM etc, nothing works. I even did hardware reset.

Any ideas? Someone with understanding of phone-tower communication please explain it to me

    Welcome to Android Central!

It could be the tower that you are connecting to is having the issue. You seem to have done all the correct troubleshooting to see if it was the phone. The last thing that you are not able to troubleshoot is the tower. If you are only having issues in that location then it is probably the tower.
