My Dell Venue can't boot beyond the Dell screen (recovery mode working)

When I turn my tablet on and the Dell logo shows up, it starts blinking with a black screen with a static line at the bottom, until that line is all there is in the screen.

The recovery mode works, I tried format, deleting cache and rebooting but got the same result.

I appreciate any suggestion,
