Why wont my developer mode work when the USB is in for the LG Leon?

So my brother has a game that I wanted to have on my phone to play but every time he plugs in the USB for it it turns gray for debugging which is what we need he has a Windows phone.

It's probably not recognised. I'm not sure why you are trying to install a Windows game on Android though as it won't work.
