I can't make calls, phone says it's ringing, but no ringing sound

Okay, so this is a weird and annyoing problem.

Somestimes I can't make a call. When I try to call someone, my phone is saying it's ringing, but there is no ringing sound and the person Im calling doesn't receive anything.

Only solution so far is to restart phone.

When you restart the phone does that fix the issue? What phone do you have?
