    What is happening is when I try to add a widget to home screen it goes into a folder. I don't get o choose the folder so I think some how the folder is open. The only way to get the widget out of the folder is to delete the widget.

    The concept of a folder being "open" just doesn't exist. Create the widget on a blank homepage, then move it to where you want it. (If the page you create it on is full - no room for any more icons - it will go into a folder of Android's choosing. And you can't move it to a full page either.)
