    All that might be able to be done is to find out the last known location. If the phone is turned off, so is the GPS and cellular radios.

    Use the Lock option in Android Device Manager to put your own "please return me" message on the lock screen shortly after someone turns it on (with a contact number they can dial from the lock screen).

    The Wipe option will also work when it's turned back on.

    If someone factory resets it in Recovery Mode (when off), because you had a screen pin and they could not access it, FRP will not allow them to use it without your Google log in details.
