Hi and welcome to Android Central.

What device do you have, and what clipboard app are you using?

If you're talking about the stock clipboard, it's not something you can "access". It's an area of RAM reserved to be used to hold what you copy or cut. To "access" it, you paste. It's the same as the clipboard on any computer.

You can access the stock clipboard. If you are on a Samsung phone, open up the phone dialer and long press in the text field. Then you can press on the the clipboard when it pops up. You can also do the same in the text field of your massaging app.
You can also long press in the text field at the bottom of this app where is says quick reply.
P.S. On a computer the clipboard gets cleared when it is rebooted. On android, the info stays there.
