I have direct call turned off, but my phone still acts like it's on.

I had direct call turned on because I thought it would be useful, turns out, it's very useful at calling people when I put my phone in my pocket. So I turned it off in settings, yet it still auto calls people if the sensor gets covered. I've poured through every setting in every contact or messaging app on my phone, and nothing seems to turn it off.
