I do not, repeat NOT have Google Talk installed on my phone, and yet I keep getting a message that someone is asking for permission to chat. It's driving me nuts.

"Talk.google.com wants to be able to chat with you" scrolls across the top of the phone, but when I click on it nothing happens because I don't have TALK installed. It makes no sense!!!!!!

Talk was the predecessor to Hangouts, and the servers are still named as such - they were never renamed for the move to Hangouts as the protocol hasn't changed much.

Welcome to Android Central! Which phone do you have? If you never use Hangouts, you could go to Settings>Apps, select it, and tap Disable. That ought to get rid of the notification.
