System Data grew after Factory Reset

I used to have about 2,85GB as System Data. Today, after some apps (the uninstalling) I was it went up to 3,61GB.
After some- unsuccesful- tries to get it back down, I did a Factory Reset.

Right after the Factory Reset the System Data was 4,6GB. I did another Factory Reset and nothing changed.

How come my System Data went UP after a Factory Reset? How can I go back to how things where before?

If used storage went up, that's in the system partition, not something you can save apps or data on. There's a fixed amount of storage set aside for the system, but whether it's only partly filled or almost fully filled makes no difference to the part of the phone you access.
