Why can't I text or send photos to multiple non-Verizon, non-Android recipients?

I am new to Android. Have a Galaxy S7. When I text message or text photos to multiple recipients using Verizon Message+, the Verizon recipients receive it, but the non-Verizon service Windows phones recipients do not. What changes do I need to make in settings? Or is another messenger better?

Welcome to Android Central! Is your mobile data turned on? Sending photos over messaging or sending group texts requires mobile data to be on.

If you want to try a different SMS app, try Google Messenger.
