For example, I have PiKek (APK) installed on my device, however, in the app info tab, The option to move to an SD card is greyed out. I know with apps from the android market allow you to move them. I also have a fee other APK's I'd like to know if, when I reinstall the app, using a different phone, the app will remain the same, rather than appear as it did when first installed.

An apk file is an installation package for an app - it's not an app, and it has none of your data. APPS (already installed by their apk files) can be moved. The data, depending on how the app was written, will stay in internal storage (almost always) or be moved to external storage.
