How do I stop Wifi/Settings from freezing?

I have a Samsung Galaxy Grand 2. When I try to connect to wifi, it gets as far as listing the available wifi connections, before stopping responding. After a while I get the message "Settings has stopped responding, do you wish to close it or wait?" Waiting doesn't work.

I have tried to uninstall Google updates, as I read that could be a cause. I also wiped my cache but this didn't change anything. Do I need to do a full factory reset, or is there another solution?
