    I was recently forced to upgrade my S5 to an S7. I did not save my data to facebook figuring that Google Play would store and save my game data. Google play saved the fact that I downloaded the app but did not import my game data. If Google Play can notate the purchases made, why can it not import my game data?

    Google Play doesn't keep your data - because it's not designed to. See Backing up an Android Device. That's how you safeguard your data. (You should always have a current backup on a computer and on a cloud server.)

    Google Play can keep your data, if you logged in to Google Play Games from inside the app, and the app supports that service. Google Play Store is a market place, so of course it knows your purchase. Think of it this way: Google Play Store is your local game shop. If you bought a game disc from there, they would have a record lf your purchase. But they surely won't have a record of your save game.
