    I have tried everything to changing passwords to disabling Acct Device Manager to even calling Verizon and Samsung and I'm getting know where

    Where is it failing? AFTER you put in the Google account? (that's a common Google error. - You just have to wait it out ... like until tomorrow.) BEFORE you can do anything? That sounds like the setup app is failing (see if your local Verizon corporate store can reflash the last update - that might include the initial setup app).
