I'm in the market for a new tablet and was considering the Dell Venue 8 7000. I saw a few articles from 2014 where Intel powered devices were not compatible with some Android apps and I was wondering if this was still the case in 2016. If so, is there a list of uncompatible apps?

There probably are - those written incorrectly (which makes them not work too well on ARM devices too). Android is a Java runtime - if the app is written in Java, and doesn't make system calls (directly to the operating system - which NO Java app should ever do) the app will work fine. (You should have a window in which to return it, so load it with the apps you need and, if one of them blows up, return the Dell.)
