My google account isn't syncing which means apps aren't working such as playstore

I have a sony xperia m4 with the build number 26.1.a.3.11
My google account is not syncing fully
Playstore isn't opening
My time and date are correct
When I clear the data and cache playstore is stuck at the loading screen
I can't change, delete or add another google account because the settings won't load
Some apps work like whatsapp and chrome
Playstore, clash of clans, google maps and several other do not work
This happens on mobile data and on several different wifi networks
Any ideas on what could be wrong
