Phone keeps warning me I'm using public wifi when my wifi is turned off

I keep getting a notification on my phone warning me that I am connected to public wifi and that I should scan the connection to make sure it's secure. However, my wifi is turned off, and I'm using my phone's data. What's going on? Is this an indication that something is wrong (some kind of hacking, maybe)? My GPS has also been malfunctioning lately, not sure if this could be related or not.

Sounds like a third party app, maybe virus software you have installed?
