I was browsing a forum like I usually do and suddenly I got a notification that my browser and phone were infected. I panicked a bit, but didn't click on the notification. Instead I turned off my phone, turned it back on and killed all apps. Am I safe or could I still be infected even though I didn't click "ok" on the notification?

The notification itself is malware - ignore it and don't click on it - or run Malwarebytes Anti-Malware until it finishes, then run any good anti-virus apps you'll find at the Play Store until that finishes.
