    Welcome to Android Central! When did that start showing up? After a reboot? Is it a popup window, or is it filling the whole screen? What happens when you accept the EULA?

    Is it an EULA for the phone itself, or for some kind of app or service? And if you accept the EULA, does anything happen at all? Are you making sure you scroll all the way down before you tap the Accept button?

    yeah its the eula for the phone. when I say accept it just keeps bringing me back to the same page. I have scrolled all the way down

    Ok, and just to be sure--you scrolled all the way down to the end of the EULA itself, right? Not just the the bottom of the screen? I ask because sometimes the EULA is in a text box that has its own scroll bar, and that's where you want to scroll to the bottom.

    I'm not sure what other options there may be. You could try Samsung Smart Switch to see if you can reinstall the firmware--but I'm not sure if that will wipe the data as well. Or you could bring it to your local Best Buy Samsung Experience store and see if the rep there can help.
