Why are my purchased songs on Google play music not recognized as purchased?

I just got a new phone and I downloaded my entire music library onto my phone. I had bought some music on my old phone through Google play but on this phone they are greyed out in playlists and if I tap on it it tells me to buy it it. There is no buy button on the album only listen so it knows I bought it. It's the same account and all my other music works. I tried redownloading all my music and it only moved the problem to a different album. I cleared the cache and I have the show only downloaded button off. Please help I just want my playlists to work thank you
