Why can't I access to my google play store after Factory Reset?

I am using a Samsung Galaxy S4.At first,my Google Play Store said that Connection Timed Out so I did a Factory Reset.After the Factory Reset,my Google Play Store said that it could not access to a reliable connection to the server.Why is this happening?I tried signing in a few more times but still could not get it to work.My Internet also keeps lagging.Please help me.

Hi, it sounds like you have a poor internet connection, are you using WiFi or mobile Data?
