my kyocera hydro view phone is stuck on the shut down screen

Well my phone was freezing up so I tried to do restart on my phone and now it is stuck on the shutting down screen. The round icon that is next to the words shutting down is spinning but it hasn't shut down it is stuck and I have tried hold down the power button and volume button to restart it that way too and it's not working. So what do I?

Welcome to Android Central! Press and hold Power for 10-15 seconds--that usually forces a shutdown.

I have the same problem but my phone died and it ont turn on
