why is my Android telling me "my cloud is full"? How do i empty it?

I wanted to download pictures to my surface pro 3. I could till I used Microsoft Phone companion app. When I did I had many options to choose from and the only one I thought was safe was a cloud. I thought it would go onto my computer and that's it. No, my cloud is full, and I am not paying "more space"
