The Google play services has stopped and now I get a pop up that says the same thing every few minutes
Only with the NY Post app, or with other apps as well? If it's only with the Post, try Clearing Cache/Data for the app in the App Manaqer.

For the news apps, try Safe Mode. If no go, email the apps' developers about the trouble, then Clear Cache, Clear Data, Force Stop and Uninstall.
