How to get the circle with the line thru it off

It sounds like Do Not Disturb mode.

It's running my battery dead it won't let me text or get text messages

If it's the "do not disturb" mode ,you should still be getting messages just not notifications for them. Should be an option under your sound settings to turn it off.
