I need to enforce password changes on company-owned cell phones, ideally on a forced schedule such as at the first of every month. Is there a way to do this?

I read that forcing periodic password changes results in bad/easy passwords. My work does this, and most peoples passwords is there last name and 3 numbers and they just change a number when it's time to change the password.
